adding hotspots into scalable image (offtop)

There are various ways on how JS and CCS install image stretched to fill the screen (fullscreen) and is scaled depending on the size of the display screen. OK

Is it possible (existing solution) to insert hotspots markers to the image (e.g. map) that when you resized (scaling) the screen, markers stayed at the same place ... almost like in Google Maps, but unlike Google Maps, this image is limited only by the size of the screen?
