google street view doesn't recognize all the levels

The tour I have on Google street view doesn't show all five levels, and several of the spins do not show the level buttons. I have tried many times to fix this problem, focusing on the tags and re-publishing but no luck. any ideas?

Users in the Pano2VR general forum may not be as knowledgeable as users in the Pano2VR - Google Street View forum with regard to Street View issues.
