Polygon Hotspots Always Visible on mobile only?

I'm trying to make it so my polygon hotpots, and their corresponding tooltips, are "visible when active "by default, but "always visible" when on mobile. I've looked all over and haven't seen a place where I can designate a visibility setting for mobile only.
Is this possible?

Hi,
Yes, this is possible for the polygon hotspots but not for the tooltip.
You can have a Config Loaded source action:

The above shows the action in a container as well as the action filter that only allows the action to trigger when opened on a mobile.
