I've never had this issue before. I've just uploaded a 46 pano tour and a handful of the panos have a default view tilting upwards. I've checked the tilt settings on P2VR and they're all set at zero.

Have I done something wrong, or, is it Google weirdness?

I would say Google weirdness.
Select the affected panoramas in Google Maps and using the menu, three vertical dots, report the issue.
