SWS vs Activex

Hello, I Build SWF on pano2 and tri to put on my web site.
To build the web site, I am using of Dreamweaver 8 on Mac 10,4,10.
If I put the SWF on layer or in Blank with all browser on Mac all work fine.
But on the PC, we can see the texte, the logo in gif, but it is impossible to see the SWF.
The activex comme on ask permission twice but nothing appear.
Is it beacuse I build the site on Mac or I have to write a code line in XML to pass over the security?
Is some one have an idea
