Hello,
An external CSS file is not integrated in Wordpress. The class definitions in this file do not work because there is no css code.
How must an external css file be packed into the package (ggpkg) for it to take effect.

Why not add the CSS to the skins style sheet or use a code element?
But in answer to your question (not tested), you could add it as an asset and then point to it in the assets folder, and see if that works.
