why my plan is not responsive??

That looks to me like it's doing exactly what it's supposed to, a size based on a percentage of the screen size.
When I've made floor plans I've used logic block to set specific pixel sizes, keeping the aspect ratio of the map the same throughout. It's not a perfect solution but then making a plan work well mobile devices in both portrait and landscape mode is never going to be easy.
For my next project I'm going to use logic blocks to switch to a menu system for small screens, keeping the floorplan for bigger screens.
