In my Opinion if you are producing Panos for the Web you have to choose Flash and Html5 as Output.
For Example, if the Output Pano has a Dimension of 1000x750 Pixel Size, Cube Face Size about 1400 Pixel you may expect a swf about 3 mb Filesize.

Image compression is far less destructive and has good returns in file size reduction.
Example
Input image 8000 x 4000 PSD (188.8 MB)
Cube face size 2000 Image quality 90 = SWF size 7.0 MB
Set Image quality to 80 = SWF size 3.8MB with no real noticeable quality loss.
Set Image quality to 70 = SWF size 3.0MB, image quality still good and getting to a publishable size.
Change the cube face size to 1500 Image quality 90 = SWF size 4.3 MB. Quality still good.
Set Image quality to 80 = SWF size 2.3 MB, image quality with not much change from 90.
Set Image quality to 70 = SWF size 1.9 MB, image quality with not much change from 80.
So a balance of cube face size and compression combination to get the files size you require.
Of course each image will be different , the above was what my PSD produced.

Hmm I agree.. the combination of both features
Assuming that your original stitched image is pixel sharp then maybe in this order first try gradually reduce cube face tiles, then gradually increase each cube face tile compression until you acheive the desired file size quality and final panorama .swf file size.
Your stitched image is 8000 pixels wide starting with [ 8000 / 3.1415 = 2,546.554 or rounded 2,547 cube face tile ]
1. "cube face tile size" (for maintaining image quality)
2. "cube face compression %'s We typically do not use this % applied to all cube face sides
or
"individual cube face % compression" We often select Flash Output - [TILE QUALITY BUTTON] % compression FRONT 70 RIGHT 70 BACK 70 LEFT 70 UP 45 DOWN 30
We have been able to use a 16bit 6000 x 3000 120mb stitched .TIF image down to 1.5 - 2.0 mb .swf that is sharp and clean meaning no image artifacts (that we can see).
