Noticed this in a few projects recently: when I check the 'allow network access' option for a Flash pano (to test URLs in hotspots) and test it from my hard drive, the higher-res cube faces don't display as I zoom… only the smallest size which I've set to 'embed'.
When hosted remotely the multi-res behaviour works as expected. I couldn't find a reference to this on the bug tracker so I'm not sure if it's just me experiencing it…
Possible bug: multi-res Flash & allow network access?

Its not a bug its the Flash player security.
As you say if you upload or open through Pano2VR then all works ok. The Flash output can be set when opened locally to allow access to local files or network files, bot both.
Other nodes and multi resolution tiles are all local files so if you select network, the player will not access them.
