New skin action not working in flash, is it a bug?

I have experimented with the new skin actions "set relative position & change relative position". set relative position is working fine but change relative position isn't working in flash output. I tested it on windows vista x32 & windows 7 x64 browser & flash standalone player. both actions are working well in HTML. Is it a bug or any problem with PC?
