In html std website what is the target action

Hello, If I am build a web page for iPhone with Dreamweaver CS3 on what file I have to point to be open when i clic on tn, the html or the xml ?

If you have a link, then the link points to the HTML page.
Thats if the link is opening a new window.

If the link open in _blank a new page I point to the html.
And if the link open inside a layers in the same page is I point to the .xml ?

_blank = new window
_self = same window
