Non "Panable" Flat Image

I don't have any problem making a Flash file of a "Flat" image. What I would like is this image to open filling the window and NOT to be panable/scrollable.
Is this possible?

I intend using this as an input/menu selector for other files.

Use instead of a panoramic texture a simple white bitmap rectangle (e.g. 400x200px)...
and in the skin editor put any picture as background
