Is it possible to have a hotspot (a polygonal hotspot) launch a full screen (or near full screen) image that is then zoomable?
If so, is this responsive and available cross platform (iOs and Android)?
Also if so, can this be a PDF (rather than a jpeg)?
Also 'also' if so, can this be a multipage PDF?
Scenario would be a panorama with a sign board. The viewer wants to click the signboard to see it more closely. But if the signboard contains a lot of text, it would be good to zoom in (pinch/zoom etc). If that signboard was a multi page PDF, it woulod be great to be able to flick through the pages while it is filling the screen.
Is any of this possible?

Yes

Yes but at this time mobile browsers cannot display PDF files. As an alternative, we can implement a mobile solution whereby the PDF is automatically downloaded and opened in the device when the hotspot button is selected. Also if so, can this be a PDF (rather than a jpeg)?

Take a look at my tutorials "Auto Resizing PDF in a Hotspot" https://tonyredhead.com/pano2vr/auto-re ... in-a-popup (just need to replace hotspot with a polygon) and "P2VR Fullscreen Image Viewer" https://tonyredhead.com/pano2vr/p2vr-fu ... -viewer-p1
