Some video files can't play still loading on the Internet

Hi.
I have a problem now. Someone tell me the cause, please.

I set many hotspots of video file in the tour. There are 19 video files.
And I uploaded my tour to the Web server once to check that operation of 19 video files.
And then I tried to check one on the Google Chrome or Safari. But neither of two couldn't play. In the case of mobile phone, it's the same situation as well.
Some of videos can start exactly, some of ones can't start, they are displayed only loading mark for a long time. And, not change.
Do someone know the cause and the solution?

Hi,
Things to check:
1) Does the project work ok locally?
2) Are all the videos uploaded to the server?
3) Check file names, is there any capitalisation issue, as an example, if your video is called "Video.mp4", but is the software looking for "video.mp4".
This will work locally but not once uploaded.
