Is it possible to slow down the speed of the scroll in a scroll area?

I have a 100% x 100% scroll area with a map inside it. The map is larger than the screen, and has markers all over it. The user should be able to easily move the map to the marker they want to view and stop. But the scroll area is is too sensitive and scrolls too fast. Often, a two-finger nudge on the trackpad will scroll the map all the way to the other side, when you only want it to move slightly.

Any thoughts on how to fix this?

At the moment there is no "speed control" for this but this is already in the bug tracker.
The report is asking that the scroll area moves at the same rate as your finger/mouse.
A note has been added to maybe look at a sensitivity setting to the scroll area.
