sub menu tags confusion

Hi
I am using the 'Thumbnail menu with two categories', however, when i setup the submenu tag tittle to appear from clicking on one of the text in the first category, it also appears in the others as a sub category.
I have set it up like this:
I have three in the first category list called 'Aerial', 'Ground' and 'Accommodation', the 'Accommodation' has a sub category called 'PG Accommodation'. The tag for the 'PG Accommodation' is on some of the 'Accommodation' tags in the pano images for both aerial and ground. I select 'PG_Accommodation' tag in the sub menu category section (cloner dropdown) under tag and call it 'PG Accommodation' under the title. What happens is that some of the PG Accommodation appears in the sub menu for 'Aerial' and 'Ground' as well as where i actually want it, which is only in Accommodation.
Any ideas on how to fix this.
