Bug: Shift lock dragging view not working?

Pleased to see the new "Hold down the Shift Key in the Viewer to lock dragging horizontally or vertically" in the new v6.3.1. But for me it is not working in Windows 10.
I hold down the Shift key, but dragging is not constrained to horizontal/vertical.
