Combining tours - which navigation is best

The objects I want to present using pano2vr are about 800m x 100m. They include 1-4 buildings with several floors. We want to have a tour of the area, a tour of each building and a tour of the interior of each building. What are the options to bring the tours together.
We know by experience that the users jump between rooms, building and area back and forth, that's why we would like to ease the navigation as good as possible. The output will be HTML5.
- do you advice to keep each tour for itself and combine them using links
- Is there an elegant way to setup a menu with submenus?
