I do NOT have Keyboard:"Disabled" checked under the HTML5 tab, yet none of the keyboard commands work when viewing the panorama. Zoom, pan, tilt etc.

ok done that now. but-
"pressed" = zoom out, appears to be broken.
I have assigned "Alt" to element (container) and action is "Pressed = Zoom Out"
Hitting Alt key zooms all the way out even after released. Once it is zoomed all the way out, corresponding shift-zoom in no longer works. If you click to pan a little bit then hit the alt key it will then zoom out properly again.
Zoom in does not have this behavior.
Or maybe I have a defective KB Alt key on my KB?

Tested with Windows 10 Pro and macOS 10.14.1.
I used two containers with the pressed action to zoom in and out with mapped keys Shift and Alt.
Working ok this end.

Tested on the Mac, Chrome, Firefox and Safari, then on Windows Edge.
In Windows Firefox, Alt, is toggling the menu, Firefox on Mac does not!
So as its pressed the player sees this and starts to zoom, but at the same time Firefox's menu toggles and takes focus away from the player.
Checking all the listed keyboard short cuts this is not one of them.
Of course if you want to use Alt, there's not a lot we can do about this.

Just trying for consistency across browsers, with other vr players, etc.
I have my Firefox menu showing by default, so I did not notice any toggling with the Alt key -hitting just the Alt has no visible effect in Firefox (Win) when it's menu is already visible.

If it helps, Shift and Control seems to be good, tested with Windows and Mac, Firefox and Chrome, then Safari on the Mac and Edge on Windows.
I also did a Google search for panorama players and found one using this combination but most did not have any mapped keys.

Shift / Command were the original zoom-in/zoom-out keys for Quicktime VR when it first came out in 1995. Since then it has often been a default key combo that many have retained. I guess I am being old-fashioned then. ha ha
I only use a Wacom (no mouse) so I don't have a scroll-wheel to zoom (which is often another default).
