Maybe some other element is on top of the hotspot? It could be an invisible element.

Hi!
I tried your skin, the hotspot is working, only the yellow arrow is not there, is that what you mean?
Looking into your skin, i saw that you have logic blocks on the parent element ('Rectangle 2'), for alpha and scale, which are triggered by a variable that does not exist in your skin.
Remove those logic blocks and set the alpha to 1.0, then you get the yellow arrow....
