I think you have something wrong as the scroller as works ok in MS Edge.
Your example is not working on the Mac either.

Seems to be fine on my iMac, I can select it and move left or right.

Ok its a bug, I'm writing up a report for it.
You can not stack scroll area elements even if one is hidden, I have found this only effects Safari, Chrome is ok.
What is happening here is the scroll area minipanover although hidden is covering the scroll area minipano and thus preventing you to move the slider.
Remembering the higher in the tree the more forward it will be.
What I would do here is move the scroll areas down off skin and out of view when not needed using the logic block.
You can copy the Visible logic block and apply it to the position logic block so when not showing its off skin and out of the way.

The test I did was on Chrome, just checked Safari and yes it's not working. It is working in Firefox.
