Preview Thumbnail for video and still image hotspot

OK check this, make sure the hotspot template has the actions:

Source: Mouse Click
Action: Set Value
Value: $r$hu
Target: popup_video_file

If your Value only has $hu then it will not work, its needs both $r$hu.

Still no joy.

Using your sample, I can get everything to work. Movie, Pano, still and preview thumbnails.

However, when I copy the output folder in to my NW stand alone application folder, the movie still won't play. Everything else does. The movie preview appears. It's almost as though it's looking for the media or an instruction as to how to play it. The "X" comes up, the screen dims and the circles appear in the centre of the screen as if the movie file is loading. It just doesn't progress past this point.

I added to your media .mp4 just in case that was an issue but to no avail.
