Tutorial on hotspots in Flash

Hi,
Can anybody post the tutorial on creating hotspots (labels) with different hight and width in flash.
Thomas mentioned some code, where to write that code. In Flash (action scripting) or in HTML and HOW?
One of my recent project needs the labels with different width and hight.
Your help needed.
