Creating a virtual tour with flash?

I am considering to buy pano2qtvr with flash pack in order to create a virtual tour, but I have no idea about how that should work. The virtual tour sample on this website warns me that Macromedia Flash is needed to build a virtual tour. So how is it used? Is there a simple alternative?
