Why does Google not trust professional photographers who make a business out of photography for GSV?

Is uploading still not working at the moment?

Hi,
I am on the mailing list for the Google Local Guides Connect website.
I see daily e-mails with people complaining that links still not work, panoramas still are listed as "Unknown" and other problems.
I do need to test Levels as this stopped working eight months ago and as far as I know still broke.
But not seen anything that suggests anything has changed.
All platforms are affected not just Pano2VR.
