In the levels that are inserted in a GSV tour it is possible to decide for each button to match a given starting photo for the level?

Not really, how levels work is it shows the node above or below the node you are in.
So within a few meter radius of your current pin, but on a different level.
Thats said, if you placed the nodes you want to open above or below the active node then that should work.

This project switches between a colour and monochrome version of the same panorama.
How this works is the two panos have the same Location Date (GPS) but on different levels.
I would not recommend doing this as I am expecting Google to take this down as its not really the intended use.
But does show nicely the levels working.
