Best way to deal with "islands" within a tour

A couple of years back I created some Google hosted tours like this one http://bit.ly/PaintedBoat that covered a very large area and where the tour was divided into separate "islands" that were not connected by a path you could walk in Google. They were kind of like separate floors.
Since everything has changed since I last did and "Island" tour, I am wondering how I do it with Pano2VR.
I am now working on a large Marina tour.Awden.com/234a7 that my customer also wants me to put on Google.
Each of the boathouse buildings in the tour are quite far from each other (I used a car to get between them) so it was not practical to connect them with panos.
I am wondering what is the best way to attack this and get it all onto Google. Each boathouse is part of a single business so I want them all connected to the same business on Google maps. Do I make each area a floor?
Any pointers before I get started with the Google part would be appreciated.
