levels and hotel mode situations

Hi Support staff
I am looking for the best practices approach to dealing with levels and hotel mode situations. Is it appropriate to publish two tours of a business and then later on when levels and hotel mode are implemented to connect the tours later? My project would be in the hotel mode category. Also when the levels and hotel mode are implemented will it be similar to what Google has provided in the past.
