I am hosting a site on Google Cloud Platform, have installed PHP 7.3 including ZIP and am still receiving an error regarding plugin activation. Could you help?

Thanks for replying. This is the error i am receiving. However i have downloaded PHP 7.3 including ZIP via SSH as well as restarting my apache server. I do not have c-panel so the majority of any tutorial is null in my case.

I guess you didn't activate the zip extension in php. You can check the status with phpinfo, like in this plugin:
