openNext Tilt too high

Hi All,
I'm have a problem with my openNext statement. When I insert all the parameters (pan/tilt/fov) everything is okay except for the tilt, it is too high. This seems to happen when someone has tilted down past a certain threshold and it won't tilt that far with openNext. I'm using numbers like -26.58 and -37.69. Is this a bug with openNext or something I'm doing wrong?

Edit: Note that this seems to be true with the upper limit as well
