Use of Flash SWF Tours with DreamWeaver, Flash, and Captivat

Hello,
I am attempting to create a HTML page in Dreamweaver to display the .swf tours I have created in pano2vr. The swf tours I have created run fine as a stand-alone but will not run in dreamweaver, flash or captivate.
My goal is to create a template into which I can drop the .swf tour files to run in a window. I want buttons on the template that will run different tours.
Can anyone direct me to how I can accomplish this or tell me why DW, F, or C are not running the swf files?
Is there a template that I can download and modify?
