unable to load non-pano swf using hotspot

I have no problem loading a pano.swf ontop of another one using a hotspot, but every time I want to open a swf that is not a pano swf, it generates an error. I'm only using the UI to create the hotspot, but solution in ascript would be a big help.

I have the exact same problem. I want to link a hot spot to an non-pano swf file but it doesn't work. I tried a html file which didn't work either but all the swf pano files work. I'm not allowed access to the web site as it is a Government site, so if it doesn't work through hot spots I'm stuffed. Any help would be greatly appreciated.
