Can hotspots do not appear at loading ?

Hi,
Here is a (potential) client's demand : "I'd like to have the object doing 2 rotations, then stop and the hotspots appear gradually one by one . And after I can take control and get infos from each hotspot or freely turn the product"
No problem for the second part of the asking.
But is it possible doing the 1st part ?
It looks like video rendering, but it has to be a 360 animation to get control when the hotspots will have appeared : how would you do such a thing ? Multiple states ?

Sounds like a good project created with Adobe Flash and some AS3 scripts. Are you a Flash developer ?

BTW - very professional appearing site. I see a lot of object modeling. Having done a few myself... I can safely say... Many person/hours in those.
