Tablet Size modified for iPhone keeps loading tablet images

I've recreated an original tablet asset with larger format to fit on a smaller iPhone properly. All is correct yet the outputted iPhone formatted asset continues to import the incorrect and too large tablet images in preview. All the paths have been triple checked including image directories and all skin elements display correctly. What gives?

It seems there should be an convenient method to create one build with a given geometry and resize efficiently without a total rebuild for another, ex: iPad to iPhone, or tablet to smartphone or even to large desktop screen, where skin elements can be manipulated not recreated for different targets
