That's a (synthetic) 3D model, displayed interactively using WebGL.
There is mention of a "Katamari 3D Viewer" in the source code.

* Author: kuffner@google.com (James Kuffner)
* Prototype 3D viewer for the Android Galaxy Nexus launch page (compiled).

Closest thing I can find quickly is this:
https://github.com/mrdoob/three.js/
three.js Javascript 3D Engine.
The aim of the project is to create a lightweight 3D engine with a very low level of complexity — in other words, for dummies. The engine can render using <canvas>, <svg> and WebGL.
Some 'getting started' info:

For dummies? Well....maybe not ; )

Cheers!

By the way, here's something similar, a 3D .pdf:

http://www.erikleeman.com/3D_PDF/pot_150k.pdf

Note that it only works using the latest Adobe Acrobat Reader for desktop computers, not on iPads!
Also please be patient if you want to have a look, it's 9,45 MB in size.
Not quite finished or perfect, but it does show what's possible these days.

Cheers!

Erik
