disable hotspots under skin

This may have been asked before, but I need to disable the hotspots that are under a skin element. Or make it to where the skin ignores it?

What is the trick?

In the html5 version, it sees the cover up that I have on the screen for the "wrong" answer.

It is not cured but I found a way around the issue. I changed the click type for the navigation to pressed and the hotspot to clicked. This made the navigation take precedence over the hotspots.

As a note for anyone testing the swf and html5 and they are tired of having to load and unload the info to a tablet.

In chrome: go to chrome://plugins/ and you can diable flash and it is a pretty close test.

Another quick way which is a bit file heavy is to use view states.
Use the view state action to switch between a set of images with hotspots and a set without.
I have added a feature request, poly hotspots to have a new option "Not Active".
