z index of two identical components?

I ran into a problem. i have a hotspot that pops out a text box.
But when that text box moves over another hotspot, it seems to be always lower, causing the other "I" image icon to move on top. not nice..!

this screen shot will make it more clear:

but the "neighboring "I" icon is on top... uggh!

i tried my best to move layers back, but no Z-index setting helps...

how can i make it look good? i was thinking to push only the clicked hotspot forward but don't know how to do that, or if it's possible at all.

it seems the hotspot that is put in last, will be on top of others.

it would be more convenient to have some way to make the active one first (on top) so you don't need to think about the sequence of putting in hotspots when making a tour, but it's a good workaround. for now. i won't have the overlap too much by keeping the spots enough apart.
