I asked a friend who is a "Flash-Man" , he told me somthing about an IFrame and Basic-URL in TYPO3. I forwarded this to the Webadmin of my client and now it works. Is this workaround necessary every time ?

But I can explain to you my settings for the Hotlinks.
Titel: not important I guess ..
Url: image.jpg - nothing else, only the name of the Pano.
Target: - nothing

The Website where the Tour should be integrated is made in Typo3.
