So I went back to PHP 5.6 and the problem stopped. When I get some time I'll test the effect of my plugins and theme.

I use both 32k and 64k bit rates successfully at 22.05 Khz sampling. The lower rates work well for small bandwidth sounds, eg: voice only or single guitar with no extreme frequencies. Thanks for the workaround concept. I ran out of time on this project so had to finish with a basic point hotspot.
I will experiment with the stacking approach later.
I really like the ease of adding an area hotspot so hope someone out there can give us a fix for this feature problem.

I believe I have solved my problem. Running debug in Flash CS4 pointed to a Initiation error during a call for the linked SWF pano. I was using the full URL address for each hotspot which is not required if all SWFs are in the same directory. Problem went away when I limited the link address to the ...
